Huge changes are coming soon for Toronto curbside recycling pickup

Toronto's recycling pickup program is set to change in the new year, when City trucks will cease collecting your recyclables.

Here's everything you need to know about changes to Toronto's Blue Bin program.

Starting on Jan. 1, 2026, curbside Blue Bin collection will be transferred from the City to private recycling service provider, Circular Materials. 

Circular Materials will be bound under provincial regulation to absorb the financial and operational responsibility for recycling pickup for 870,000 residences and facilities across the city, including private homes, retirement homes, long-term care facilities, and schools.

Despite the handover of the bulk of municipal collection duties, the City will still manage recycling pickup for commercial properties, institutions and religious organizations, City divisions, and City-owned agencies.

The deal between the City and Circular Materials was finalized in January 2023.

At the time of the announcement, the company's CEO, Allen Langdon, said, "Having taken on the responsibility to provide a seamless province-wide collection system for Blue Box Materials, we are pleased to be working with the City of Toronto to deliver Torontonians a smooth transition to extended producer responsibility." 

The change follows the May 2025 introduction of a program requiring a sticker to be applied to all blue bins, notifying locals of the change to a new recycling service provider, and updated contact information for inquiries about collection and related issues, such as repair and missed collections.

Meanwhile, there will be no changes to the program through Dec. 31, 2025, with residents and businesses to contact the City's 3-1-1 line about bin and pickup-related issues until the end of the year.
