Making Love on the Gardiner
However you spend your Valentine's day, in puppy love or lonely misery, the City of Toronto would like to remind you that someone (they are not naming names) does in fact love you. While it's obvious the gossipy public service announcement, boldly proclaimed on the eastbound Gardiner Expressway just past Islington, serves to encourage better driving, I have to admit, it was also a nice reminder to get a last minute gift for my mom. And so I thank you Mayor Miller (I love you too), although the irony of endangering my driving for wanting to take this photo is not lost me.

I *think* these changeable message signs as operated by RESCU (City of Toronto Transportation Services).
Personally, I'm more worried about the zombies.

Ive always though those signs were a bit hazardous. Here you are, driving 100+km/hr and you have to look off of the road to read 2 or 3 lines on a sign? And then of course, chances are you're going to start thinking about what the sign said (or take photos!, further distracting you.
I don't think they're distracting at all. No different than reading upcoming exit, rest stop, etc. signs.
