The Cookie Outlet is the place to go in Toronto for bulk cookies at prices much lower than No Frills. Found near the Kraft bakery (and across from the bowling alley) on O'Conner Driver, the Cookie Outlet is home to many varieties of cookies but since it's an outlet expect broken bits and odd shapes.
