Slice of Life in TO - The Nefarious Harbour Gulls
Certain by-laws just don't seem to hold all that much weight until you're facing the consequences of them. Case in point, don't feed the birds signs are littered throughout the city (though recently taken down at city hall for fear of sounding too hostile), yet tourists and residents alike continually ignore them.
