Should Toronto Build a Casino?

Toronto needs more money -- there is very little debate about it. What people are debating however, is one proposal for how the city could get that kind of money. Jerry Sprackman, owner of The Docks, thinks he has a solution: building not one, not two, but three casinos in the GTA. Sprackman claims that the city could pull in an extra $300 million each year -- so why would the mayor, and other city officials, be so opposed to the idea?

"When city officials last month speculated about the "hundreds of millions" that a Toronto lottery could earn for local services, there was hardly a voice raised in opposition.", writes Toronto Star reporter Royson James.

Sprackman obviously has a vested interest in building a casino-- he would make a killing; however, he suggests that Toronto be allowed to choose for itself, in a referendum. Let the voting begin! Should Toronto open it's doors to Casinos as a new form a revenue, or are there too many risks, too many possible consequences involved in such a decision? Would a Toronto casino be worth the gamble?
