The Plow wasn't a city plow, but a private one.  The city doesn't use tractor based ones last time I checked.  Probably because of their limited speed and plowing capabilities.

But I'm sure that business park it just plowed was worth backing up traffic for miles.

Just because you're a renter and don't own the house you're living in doesn't mean you still shouldn't shovel the sidewalk in front of it. You may or may not be legally required to do so, but would it kill you to do a good thing for your neighbourhood and the people who live in it?
