From the accounts I've read, It seems Prentiss never even read the bill, and just introduced it automatically to cover Canada's "commitment" to WIPO. Rather, he had his advisors draft the bill and they pretty much cribbed it from the disasterous U.S. DMCA.

He's now delayed introduction of the bill. Hopefully he will read it and recognize the problems it would create for Canadians.
