There's only so much a restaurant owner can do to control pests on their premise.  If the infestation exists in the sewers that is the responsibility of the givernment, they should do their part to ensure the infestation is controls underground.]]>

The funny thing is that a rat does not have to be seen to be detected(dropings, there is no way that restaurant was so clean that no droppings where seen, the inspector probably didnt even check). These restaurants are paying of the inspectors. What other area in toronto do you see sky high piles of garbage on garbage day??? What other area in Toronto smells like china town??? None!!!! This is so bull sh*t and our city needs to do something about it.]]>

You know, I was told years ago by friends never to eat in TO's Chinatown because of the infestation problem. When i arrived in TO in 2004, seven restaurants had just been shut down because of vermin. Clearly there is a problem.

As for all you idiots playing the "rat for dinner" BS - try living in a communist country. You'll find that having pets - or birds in the sky or rats in the sewers - are pretty effing rare when you're starving. If the Chinese eat rat, it isn't because it's a g-damn delicacy. Have a little compassion.

I totally agree with what you wrote. But rodents such as rats don't always hang around the same restaurant, they move around. If the health inspector don't see the rats during inspection should he/she still close down the restaurant? just like police officers need evidence to lock people away, health inspectors need evidence to close down a restaurant or fine the owner. 
The inspector who did the inspection on Oct. 2, 2008 of happy seven didn' see any thing wrong with the restaurant AT THE TIME OF INSPECTION so he/she cann't do anything other than pass them. 
Chinatown has some of the oldest buildings in toronto, and in chinatown there will always be rats, it's a matter of how to control them and keep out of the food premise. I believe that is still the restaurant owner's responsibility.

For those of you wondering how this "slipped past" the Toronto Public Heath officials, I'll have you know that the inspectors don't spend their entire time searching for rats during inspections because they have other hazards to be concerned about as well, such as food handling and cooking temperatures. If there is no evidence to suggest an infestation exists then the PHI has no way of proving that there are rats inside the restaurant. So hypothetically speaking, let's say some rats ARE on the premises, but the restaurant operator has all the droppings cleaned up every morning, then the public health inspectors have little evidence to go on that the rats are in the area and are not allowed to accuse or charge the restaurant for not keeping up with pest control.

As well, a lot of buildings have vermin problems due to cracks in the foundation and garbage pileups in the alleys. The Toronto Public Health unit does what they can to have these issues resolved as quickly and efficiently as possible, but they cannot keep all locations under surveillance 24/7. 

For your information, if a rat infestation IS evident, the location will ALWAYS receive either a conditional pass or a fail, depending upon the severity of the issue. In both instances, the TPH will check back on the location until they have solved the problem, otherwise they may be faced with a fine or penalty.]]>

Racist rhetoric aside, the one thing that always bothers me when the "Asians cook everything! how can they eat dogs?!" cry goes up is the hypocrisy.

Outrage at eating dog seems pretty ridiculous to me when most people are perfectly fine with eating pigs (who are quite smart), and cows and sheep (who are pretty cute), along with chicken and fish and all the rest. They all feel pain, too.

Dogs and cats are animals just like the rest. We love them and value them, but the cries that it's awful to eat them ring false from someone digging into a nice, juicy steak, or enjoying a chicken-burger. If the thought of the pain and hurt a cute little dog gets to them, why don't they care about other cute animals?

Hindus value cows, we value dogs. It's all just meat, and killing them for food when we could be raising crops on their feeding ground is irresponsible: especially when you consider that being jostled into a slaughterhouse or being caught in a yard and having your throat cut or electrical current in your brain or shot in the head all sucks, regardless of the species.]]>
