Skyscraper hose fights?

Location: SW corner of Queen & Bay.

Buildings involved: Two corner towers seen above and the 1 storey Starbucks below them (not seen)

Incident: Huge industrial water hose from building B is sprayin into the sky and down hard onto the rooftop of the Starbucks below. Intensity shifts a bit, though it's mostly constant, and the Starbucks gets totally pissed on.

Question: What the heck is up with this?
(Besides the obvious waste of city water)
