Morning Brew: Council finds $138 million, Rob Ford shifts into campaign gear, bedbugs ready to spread, how to open a food truck, riding the Leviathan, and Jays win

After rooting around under the sofa cushions and turning out the pockets of its old jeans, city council has found an extra $138 million on top of the year-end surplus it previously estimated. Not surprisingly, all this found money is making Rob Ford a happy chappy. Sure, we could send the money where it's supposed to go, but that's no fun. How about 830 metres of new subway line or a Ferris wheel for the Port Lands? What do you think we should do with the cash?

In other Toronto politics news, according to an unfinished letter leaked to the Globe and Mail, Mayor Ford has shifted into campaign mode off the back of the positive surplus news. The letter addressed to city manager Joe Pennachetti promises a freeze on property taxes and garbage fees while building new pools and arenas. Surprisingly for a Ford document, there's no mention of subways.

Bedbugs, yeah, they're pretty much ready to take over if we don't find the money to fight them off, warns Toronto Public Health. The funding previously used to fumigate for the hematophagous parasites expired on March 3 without intervention on behalf of the city.

Later today, Toronto Public Health will also debate lowering speed limits in the city by about 10 kilometres per hour to reduce accidents and improve air quality — an idea Rob Ford calls "nuts, nuts, nuts."

The Leviathan — the latest vomit generator at Canada's Wonderland — plunged, shook and spun its first thrill-seekers this weekend along its 1.6 kilometre course. The blue, steel ride features a massive 93.3 metre, 148 kilometre an hour plunge, an experience The Star likens to falling off the roof of the Four Seasons hotel. Riders paid up to $1,000 to be the first to experience the ride's forces, with all $42,000 raised going to Sick Kids. Check out a test video of the ride taken earlier this year:
